Lessons from RCAP’s Private Well Technical Assistance Network


In TT064, we bring you another private well-focused episode. Our guest is Cindy Brookes, a seasoned technical assistance provider at the Great Lakes Community Action Partnership, a division of RCAP. In this role, Cindy has assessed over 300 private wells and counseled well owners on how to proceed with their well challenges, and made significant use the of the Private Well and Spring Assessment Tool that our team developed in conjunction with RCAP. Cindy tells Jennifer and Steve about the ins and outs of the job, as well as the importance of these assessments in the quest to more widely educate well owners.

"San Diego is proving that the future of water is recycled. This episode visits Santee Lakes—one of California’s earliest examples of water reuse—with Kyle Swanson of Padre Dam Municipal Water District, who explains how a 1960s experiment turned wastewater into a beloved community asset and a model for the world.


The story then moves to the North City Water Reclamation Plant, where Doug Campbell from the City of San Diego shares how decades of innovation paved the way for Pure Water San Diego—one of the nation’s largest and most ambitious water recycling efforts. When complete, Pure Water will provide half of the city’s drinking water through a five-step purification process that turns wastewater into a safe, sustainable, and drought-proof resource.

What’s in the Water?: South Bend’s plan to remove PFAS

This video highlights South Bend, Indiana’s efforts to address PFAS contamination in its drinking water, which has exceeded EPA limits at two treatment plants. Residents are taking personal precautions, such as installing carbon filters and avoiding products containing PFAS.


Public Works Director, Eric Horvath, explains that while the city has reduced pumping from affected wells, a new $21.5 million treatment system is planned for completion by 2028, partially funded by a lawsuit against PFAS manufacturer 3M.


Horvath emphasizes the persistence of PFAS in the environment and reassures residents that current average levels are below future compliance thresholds, while encouraging home filtration for added safety.

The technical assistance course is a continuance of the Cybersecurity Refresher and Cybersecurity 102 courses.
